How To Perform a Connecticut Probation Search for Free

There are a number of useful ways to get started on a Connecticut supervision search. Most tools provide at least partial information that can make it more efficient to access a complete picture with a bit of extra work.

While some of the applicable tools are geared for use by attorneys and agents of the court, many others are intended as a service to the general public and designed to be streamlined to use.

The Connecticut Department of Correction (DOC) provides a free, searchable database of offender information that includes details on probationers and probation violations.1

It can be searched by name or inmate number and includes summaries of information that can encompass probation, conditional discharge and special parole — or the violation of any of these conditions — where applicable. This is by far the most direct way to find probationer information at the state level.

A suite of Case Lookup Tools is provided for the convenience of the public by the Connecticut Judicial Branch.2 The state’s Judicial Branch offers case look-up interfaces for:

These services don’t allow you to directly look up probationers or target queries on someone’s probation status. However, if you know of someone who’s been a party to a type of case covered by the look-up system, you can search the cases by Party Name (typically their surname). You can also search by the case name, attorney name or docket number if you know them.

This free search will bring up a summary of the case that includes a chronological record of activities, such as the filing of motions and their acceptance or rejection by the court.

If you know the name of a party and need to find out whether their case in Connecticut led to their being assigned to probation, these records can provide useful information even if they don’t provide the full picture.

Check County & Municipal Agencies for Connecticut Probation Records

Some of the more populous cities and counties in Connecticut provide their own means of seeking out cases, dockets or probation officers. Typically, this is done by submitting a public records request via the county or municipal court, the local police department or the local sheriff’s office.

Bridgeport: The Records Division of the Bridgeport Police Department is responsible for maintaining all reports and records, including arrest reports and related documentation. Record requests cost $0.50 per page and take up to 5 days to process.

Hartford: Public records for Hartford citizens are available through the City of Hartford Records Division. Applications for background checks are subject to a $5.00 fee and can be made by mail or by calling (860) 757-4150 between 8.00 a.m. and 1 p.m., Monday through Friday.

New Haven: New Haven Police Department (NHPD) is the custodian of public records in the city. There are two ways to request copies of these records. Under the Freedom of Information Act, applicants can complete an online form, providing as much information as possible as to the type of record being requested.3

Alternatively, members of the public can make a Background Check Request for the criminal history of any New Haven citizen who has been arrested by the NHPD. There is a $0.50 fee per page for each printed report. However, reports of less than 10 pages can be emailed to requesters for free.

Middletown: Record requests for probationers in Middletown should be directed to the Middletown Police Department’s Records Bureau. Applications can be made by calling the office at (860) 638-4010 or via email to [email protected].

Requests for accident and case reports cost $1 for the first page plus an $0.50 for any additional pages, while criminal history checks incur a $5.00 fee.

It’s possible to supplement these local resources with further tools. At the federal level, the Bureau of Prisons (BOP) provides a BOP Inmate Locator that can provide a starting point for identifying someone who’s on probation (it isn’t uncommon for inmates to move back and forth from incarceration to probation).4

There are also a number of third-party providers with data available in most states that can be useful for a Connecticut supervision search. They’re often able to search multiple record types and multiple states and counties at once, and their data is typically compiled from across the web, not just through government sites.

How To Find Probation Violations & Officers in Connecticut

A Connecticut supervision search can also focus on violations of probation. The State of Connecticut Judicial Branch provides a Free Arrest Warrants Search Engine that covers warrants for a specific offense, failure to appear in court or orders to incarcerate.5

Searching this database by the name of the offender provides access to summaries of their arrest warrants and the offenses associated with them.

It’s possible to link through this site to the Connecticut Statewide Automated Victim Information & Notification (CT SAVIN) service — in fact not a government service but a third-party provider of the type described above. The resources described in the prior section of this article are all potential starting points for finding probation violators.

Probation officers are a potential resource for information about probation violations. They can be found on county directories maintained by the state’s Judicial Branch or in a PDF sorted by Judicial District.6 The Connecticut Department of Correction Offender Information Database is also a useful tool for searching for violations of probation.

How To Access Information on Connecticut Parolees

Much like probation, parole is a form of supervised release meant to provide an offender with the chance to integrate into their community within certain restrictions. Unlike probation, parole tends to apply specifically to former inmates, although some states may appear to use the terms more or less interchangeably.

The resources covered above related to Connecticut Judicial Branch case lookups can be just as useful for finding data points about parolees as they would be for probationers. Likewise, the free inmate information search covered above can provide information on parolees when searched by name or inmate number.

Finally, incident reports can also be accessed through the Reports & Records Service of the Department of Emergency Services & Public Protection.7 A non-refundable fee of $16.00 must be paid at the time of the request, even if no report is ultimately produced.

While the state’s offerings may seem limited at first glance, there are plenty of free and convenient ways to get at least part of the picture when trying to determine an offender’s probation status.
